DP83822I: Boot strap and RX_DV pin in case of start up

Hi all

Would you mind if we ask DP83822I?

<Question1>
On the customer's circuit, after toggle of hard ware reset(RESET_N, reset operation), RX_DV pin will be high 125us(instantlly).
We assume that RX_DV pin will not output high in case of hard ware reset. Is it correct?
As the background of this question, RX_DV pin changes from input to output after hardware reset.
We don't know internal circuit of RX_DV pin. So, just in case, we would like to confirm it. 
(We assume that there is some troble on the customer's board.)

<Question2>
Just in case, we would like to confirm Latch in timing on Figure1.
On the startup, each strap pins have to maintain the same voltage level during this term(T3=200ms) for boot strap configurations, right?
