TLK10232: minimum input data rate

Hello, 

I have a customer who is interested in adding an optical channel to their modem,

Their goal is to connect an antenna to the modem at 1Km, 

They are interested in the TLK10231/2 however their input data rate is very low ~40MSPS, 

Will they be able to use this device at this low sample rate?

Are there any similar devices we can offer for this need? (Input- differential and DC -> Output - SFI).
