But what's the reason for this? If NC pin, it should can be floating or ground both. On customer side, they have such application, so want to know the reason why pin19/20 needs to be floating ( cannot be ground) and pin16/17 needs to be ground( cannot floating) since they are both NC pins if unused. Thanks.

Hi Given,

I would actually like to change my previous recommendation to ground pin 19/20. The datasheet is specific on what to do with these pins. While pin 16/17 name lists them as N.C., the pin directions are to ground it, similar to pin 19/20, as seen below.
