TUSB1310: Beacause the TUSB1310 TI haven't sample ,I want find a USB3.0 to PIPE IC replace TUSB1310,please help

As you have noticed, both the TUSB1310 and TUSB130A are not recommended for new designs. Unfortunately we have no other parts to directly replace it.

We definitely recommend to isolate VDDA3V3 from the rest of the board. Using a set of bypass capacitors along with a ferrite bead should help.

My apologies for the delay in this response.

The TUSB1310A doesn't provide a mechanism to control a VBus power switch, so your implementation would need to define a method to switch/supply Vbus (e.g. a GPIO on your main processor); although Vbus would still need to be connected to the TUSB1310A through a voltage divider as in figure 6-3 on the TUSB1310A datasheet.
