The uart tx and rx signals are used tocontrol the LEDs. What devices need to be added to protect the lamps from EMC?

Generally using something like TVS diodes can help if you are worried about EMC issues. Does your issue involve the ISO3082? Your diagrams and question seem to suggest a UART application. I can help redirect your question to a UART expert if there aren't any isolated devices involved.
