In reference design TIDA-010071,

Why the R71 and R72 connected to D19 Pin4, but R75 and R76 connected to D20 pin3?

    Resistors R71 and R72 together form RTHR which is chosen to divide the input voltage and control the voltage that appears across IN and SENSE pins of device. Since they are in series with the input, they can be placed on either on LINE input pin or on NEUTRAL input pin. The reference design has it differently for the two inputs, probably to show that it can be placed on either input lines. I hope that answers your question, thanks.
