ISOUSB111: SE1 state on output

in previous threads it is was stated the se1 does not get passed through the isolator.  is there any condition under which SE1 can exist on the downstream port?

    No, the ISOUSB device does not produce an SE1 at either of the sides under any test conditions. As you are already aware, the USB-IF doesn't define any valid state for SE1 and forbids it being used and hence, we do not have any implementation around it.
