ISOW7842: Difference between F and non-F versions in datasheet

In the datasheet, it says that the default output state for the non-F version is HIGH and the default output state for the F version is LOW. I am confused by one of the diagrams shown in the datasheet:

For the non-F version, I would think that the pullup resistor would cause the NMOS transistor to turn on and the PMOS transistor to turn off, making the output LOW. The opposite would be true for the F version, so the output would be HIGH. Am I misunderstanding? Is there an additional inverter that is not shown?
