The input threshold voltages can be set to various levels. However, there is a limited range set by the equations in the datasheet.
As you can see from captured below when Rthr = 0; VIH and VIL will be at a minimum. VIH = 8.25V, and VIL= 7.1V. There is a threshold resistor calculator available for downlowad at this link http://www.ti.com/lit/zip/SLLC457.
Please also see the following datasheet table for the expected values for 0, 1k and 4k-ohm Rthr resistor.
