Hello Cryiac,
DE and /RE are inputs to the device and do not need to be shorted for the device to work. ISO1430 has DE (driver enable) and /RE (receiver enable).
Only DE needs to be enabled "high" for the ISO1430 to transmit a differential signal on the A and B pins. The A/B pair will transmit the signal on the D pin as long as DE is enabled (and no other transceivers are attempting to drive the bus).
The ISO1430's R pin will output the state of the bus while /RE is low.
