ISO7240C 5V in INx when Vcc1 not powered

Is it safe to put 5V on the INx pins of the ISO7240C chip when Vcc1 is not powered? In section 5 description of the datasheet says

"These devices can be powered from 3.3-V or 5-V supplies on either side, in any combination. The signal input pins are 5-V tolerant regardless of the voltage supply level that is used."

However the absolute max rating put Voltage at IN maxx as beeing Vcc+ 0.5 which says that putting in an voltage on an input pin when not powered can damage the chip. I noticed in Revision P to Q that this was changed from 6V to the Vcc+0.5V. Could this change not be reflected in the section 5 description?
