Question about INA198A-Q1 has detected failure when testing the module after ESD test with no connection(ESD rating, contact and Air 30KV)

I'm testing the relay module is composed with INA198A-Q1. In operating condition, It is passed with contact(8Kv) and air(15Kv).

but, this device doesn't operate after testing ESD(Contact and Air Rating: 30Kv) without connection means that it is just alone and has not connected with a whole-system..

How much ESD rating INA198A-Q1 would endure when it is just alone?

Whatever, If you have any idea or have more information about it.

    This device can handle up to HBM: 4KV, MM: 200V, and CDM: 1KV.

    Therefore, I believe when the device is being tested alone, the ESD ratings are too high for the device to handle.

    I writing to add more information about my question.

    And I'm asking the way how to improve ESD immunity.

    I'm going to explain about test condition again. Device means relay module including INA198A-Q1. And I've tested ESD(rating 30kv) with no power and no connection with relay module. Afterwards, have a function test to find out a defection with INA198A-Q1. Frequently, V+ and GND has shorted by ESD.  I've already added various TVS diode on pins of INA198A-Q1 things like RS+, RS-, V+. But, They were not effective for this problem. Do you have any suggestion or any experience with this kind of issue?

    If you have any idea, please share with me.
