TPS3813-Q1 WD start condition after release of Reset

Datasheet says following in P4 “Timing Rules of Window-Watchdog”.

After the reset of the supervisor is released, the lower boundary of the first WDI window is

disabled. However, after the first WDI pulse low-to-high transition is detected, the lower

   boundary function is enabled.

Please advise the behavior of Watchdog, in case of No WDI pulse low-to-high transition is detected after reset is released.

Does watchdog wait WDI pulse forever and no reset to MCU?

Best Regards.
