MSP430FR5969-SP: Differences with I2C BSL version (MSP430FR59691)?

I am currently using the MSP430FR5969 for a cubesat subsystem, in part because the availability of the MSP430FR5969-SP gives me a straightforward path to develop a system with known radiation robustness. I am interested in using the MSP430FR59691, because the I2C port is our primary interface to the satellite computer, and SW upgrade capability is one of my requirements. Using the 59691 would allow me to avoid developing my own bootloader.

In reading the description of the MPS430FR5969/59691, it sounds like the only difference is the bootloader in ROM, but it's not entirely clear to me if this is a mask difference, or if this is something that goes through a one-time programming step after the wafer has been fabricated and diced. Ultimately, my question is, given the existence of the MSP430FR5969-SP, is it a small step to order an MSP430FR59691-SP (which doesn't exist currently), or would it require significantly more work on TI's part to create an MSP430FR59691-SP?
