TI guarantees that all parts, at all temperatures, can drive 32 mA with a voltage drop of at most 0.55 V. This is the worst case; the typical voltage drop is roughly half that.
All parts can drive more current (up to the absolute maximum rating of 50 mA), but the voltage drop is no longer guaranteed.
To expand more on Clemens response, when your Vcc = 4.5V on the SN74LVC1G125 the current isn't limited to 32mA. The current drive and variation from your objective of 32mA drive will be dependent on the load and the variation in those components. The IOH/IOL values in the datasheet give an idea of the performance given the max desirable output current.
