SN74LVC1G08: High level input voltage not matching 0.7*Vcc

I have an RC (time constant)  connected to one of the inputs to the AND gate. The other input to the AND gate is always high (Vcc). The AND gate output becomes high when the input connected to the RC time constant reaches 2.5V. I was expecting the AND gate to go high at 3.5V since my Vcc = 5V. The input to the RC filter is a square wave at 400 kHz. See the waveform attached for your reference. Ch.3 is the AND gate output, Ch.4 is one of the inputs (always high), and Ch.7 is its other input (RC time constant). 

The RC constant has R=1.6 kOhm, C = 100 pF.

Please let me know what could be wrong.
