CD74HCT174: Clarification on Voltage level

Good day.

Our customer wants to use the CD74HCT174 and they have the following question:

1) what is the minimum voltage required for the pin CP (Clock) when 5V is given to VDD?

2) In Page number 5 of the datasheet it has mentioned that Fmax ( Clock Frequency) is 30 MHz, Can it be used @ 25 MHz with 5V VDD?

    For a LOW input, the voltage must be less than VIL, and for a HIGH input, the voltage must be greater than VIH.

    2) In Page number 5 of the datasheet it has mentioned that Fmax ( Clock Frequency) is 30 MHz, Can it be used @ 25 MHz with 5V VDD?

    For the CD74HCT174, the maximum clock frequency is at least 20 MHz at 6V from -40C to 85C.

    We cannot guarantee that the device will operate at 5V with a 25 MHz input, however it is very likely that it would work.
