For the low side VCC input, can we take the high side supply and use a voltage divider to support power to low side VCC?
Is there any concerns on noise or voltage variation?

Power supplies should have very low impedance. You have to decouple it very well (nF and µF in parallel). And this will not work if there is a DC load, so the low side should be the input side.
I would not design a board without leaving the option to have a small LDO like the TLV740P/TLV741P.
