SN74LV4046A: Replacing CD4046BE with SN74LV4046A and external components selection

We had earlier based our design on CD4046BE with the chip operating at 5 volts. It was recommended by TI Guru to replace it with SN74LV4046A to achieve better locking.  I was going through the datasheet of SN74LV4046A looking for calculations of external R,C components but can't find any calculation details there. There are two questions now:

1- Should I keep the same external components and circuitry (except for pin 15 zener input) as was designed for 5 Volts CD4046BE IC or there are new calculations required.

2- Is it good decision to operate SN74LV4046A at 3.3 Volts considering that it is close to minimum recommended operating voltage of 3.3 Volts or should we go for 5.0 volts operation?. 3.3 Volts is preferable as the output of this IC needs to be connected with a CMOS microcontroller operating at 3.3 Volts.
