From datasheet the typical connection are as below. Where VCCA = 1.8V; VCCB = 3.3V.
Is there any concern if I I connnect VCCA = 3.3V, DIR = 3.3V, VCCB = 1.8V?

There are basically two questions here:
(1) Can VCCA > VCCB?
Yes. From the datasheet feature description section:
(2) Can DIR inputs be 1.8V with VCCA = 3.3V?
No. The control inputs must exceed 2V with VCCA = 3.3V to be considered a logic HIGH.
