SN74LV4T125: gpio pull up resistor connected to output pin voltage question

In production, there will be input devices on them that will have a known voltage.

Since this is the case, do you think I should not need a pull up or pull down resistor on the gpio, correct?

I thought you said that inputs should never float on your initial answer. Back to my original question, I have a pull up resistor 3.3v on the gpio that is connected to the output pin of this part Its input pin is not connected to anything. 3.3v is what is connected to vcc. When I measure the unconnected input pin with a multi meter, it has voltage on it less then 3.3v, even though nothing is connected to it.

So is it normal for the unconnected input to have this voltage when the output is connected to a gpio with a 3.3v pull up enabled. I just want to make sure this is normal. In production, I will have the input device connected and the pull up will not be needed, but I am just wanting to understand if a disconnected input pin will have voltage when the output pin is connected to a gpio with a 3.3v pull up. 

Im asking this because I am testing the prototype board that we got back and want to make sure.

thanks for the clarification. Just to clarify, the voltage on the disconnected input pin is over 2 volts. So does this sound correct that a leakage of 2 volts can make its way to this input pin.

I chose the part for our boards because I will be wiring input devices whose signal is 5v, and I want the part to drop it to 3v3 to protect our chip. So when I connect the 5v signal device to the input pin, its output pin should be 3v3, which is what is wired to the gpio?

Based on the above requirement, will this part # do this job. I am new to this so I do apologize for the repeat questions and greatly appreciate all the help from here.
