Dear, 

the datasheet Note 2: When Vcc = 2V, Tt =1000nS =1000nS /V x (1.5V-0.5V)  ?  If Vcc=4.5V, Tt= 500nS/V x (3.15-1.35)=900ns, the chip will not be damaged. As long as it is below 1.35V or above 3.15V, it is safe?

If not, please help to explain, thank you very much ~

Is there a reference value for Vcc=5V?

  • The input voltage is allowed to be below VIL or above VIH for any amount of time.

    A voltage between these limits is invalid, and is allowed only while switching from high to low or from low to high. If the voltage changes more slowly than the Δt/Δv limit, you can get oscillations or damage (see footnote (1)).

    The total transition time does not really matter; the Δt/Δv limit applies to the slope of the input voltage.

    There are not specifications for exactly 5 V; the 4.5 V values are the worst case of a 5 V ±10 % power supply. If you really care, use linear interpolation; you'd get 466 ns/V.
