SN74HCS4075: output 3.3V not 3.3V, why?

Hi,

The output of the OR gate,SN74HCS4075PWR,  on pin 9 is supposed to be high, 3.3V when one of 2A, 2B, 2C is high, 3.3V. However when I measured it, it is only 2.36V. Then I disconnect it with the multivibrator, SN74LV123ADR, by uninstalling the resistor R604, the pin 9 of the OR gate is high, 3.3V.

Anyone can help me solve this problem? I need the pin 9 is 3.3V when it is supposed to be 3.3V whether connecting with the multivibrator or not.
