TXS0108E-Q1: TXS0108E portB IO oscillating

I use TXS0108E levelshift the voltage of IO.

VCCA=1.8V,VCCB=3.3V,OE always on

the module  connect  portB IO some is for debug uart ,these IO keep poweroff under normal condition.all the other IO keep poweron.

i found that UART_RXD pin keep oscillating when the uart module is poweroff.

the picture below is my SCH:

 

I tried increase the resister series connection in uart io line up to 1Kohm、melt on the pullup resister R1129 and change the resister  series connection on VCCB  (R1125) up to 10Kohm.

only  change the resister series connection on VCCB   (R1125) up to 10Kohm can eliminate oscillating,but i think this isn't my best solution.

the situation above occurs after i change LSF0108BQX to TXS0108EQPWRQ1。

the SCH below is the version of TXS0108EQPWRQ1:

When i use LSF0108bQX,no oscillating occurs.whether the one-shot module makes trouble?

How can i sovle it withour change PCB?
