As far as the document below is concerned, it seems that the SN74AVC8T245 can be used to convert the signal level of RGMII.

I am currently considering connecting 1.8V from different sources to VCCA and VCCB. I'm concerned about the skew when using the SN74AVC8T245 to convert the levels of RGMII's CLK, CTL, and DATA. Please let me know if you have a track record of converting RGMII signals with a custom board.

    At this moment TI does not have any voltage translator that's RGMII compliant. We have seen the AVC and AXC being used for RGMII since these translators have lower prop delay and skew values than other translator families. The app note only suggests using the AVC/AXC but doesn't guarantee it will meet the required timing parameters

    What I would recommend doing is populating the AVC into a MAC/PHY test board to see if this device meets the required timing for RGMII.
