The recommended operating conditions allow up to +24 mA/−15 mA per pin. All outputs driving high with −15 mA would exceed the power dissipation limit specified on p. 1 of the datasheet. The datasheet does not have any information about thermal derating.

What is the actual problem you're trying to solve? Why are you choosing a very old and inefficient bipolar device?

What is the problem you're trying to solve? There are other '540 devices like the SN74LVC540A, SN74LV540, or CD74AC540.
