No. IBIS models contain information about input buffers and output buffers, but not about their combination.
The maximum data rate is specified in section 7.6 of the datasheet. For how to model the output behaviour (i.e., how the propagation delay changes) with different loads, see [FAQ] What is the output transition rate for a logic device?; the IBIS model can also do this.

This is the delay what we got from the input buffer to output buffer using TXU0304 IBIS model in Simulation tool.
If this is not the delay as per datasheet, then do we need to introduce any external delay (as per datasheet) apart from the delay seen in the waveform.
Kindly provide your comments.

I do not know how that tool tries to place the output curve relative to the input curve, but the IBIS model does not have this information.
IBIS models are intended to simulate an input alone, or an output alone. If your tool has a function to simulate propagation delays, then that is not related to IBIS models, and must be configured somewhere else.
