SN74HCS139: Voltage output level when not supplied

Dear Support,

i am using SN74HCS139PWR: i am not supplying Vcc on pin 16 and channel enable signal is high (in my case i have 3.3V on pin 1). In a "normal" case i would expect high level voltage on output pins but, since i am not supplying Vcc, i think i should measure about 0 V or something like that.

Actually i am measuring 2.6V on Vcc pin and on all output pins: how it that possibile? What am i missing?
