SN74LVC1G123: Overvoltage tolerant of inputs and outputs

I have a question about the contents described in the datasheet of SN74LVC1G123.

On page 14, the datasheet says "Inputs and outputs are overvoltage tolerant, allowing them to go as high as 4.6 V at any valid VCC."

Could you let me know where "4.6" comes from.

Since on page 4, it is written that Vi Input voltage is 0 to 5.5V, so at any valid VCC, so I suppose we can input 5.5V to the inputs.
Is my understand not correct?
