SN74AUC2G07: Maximum voltage applied to output pin

In the datasheet for SN74AUC2G07, there are two specs for the absolute maximum output voltage:

I would like to use a 1.8V supply with a pullup on the output to 3.3V. Based on the first spec, it seems like this is okay. However, this would violate the second spec. Is the second spec for when the output is driving low and the first spec for when the output is high impedance? Can I safely pull the output up to 3.3V?
