Is it possible to keep high-impedance in output of 3-state buffers, when the supply voltage is lower than minimum Vcc?
and does that apply to all logic devices specifed by "Partial power down (Ioff)" ?

Devices with the Ioff feature do not have a current path from the output to VCC when the output is not active. To ensure that the output is not active, OE must be low (or /OE high for other devices).
