SN74AVC4T774-Q1: Level shifter does not work

I am having trouble with the evaluation board and would like to ask for your advice.

We designed and manufactured a PCB using SN74AVC4T774-Q1,
and confirmed the VCCA→VCCB level shifter operation,
but even if I input a signal to PortA, it is not output from PortB.

DIR1 and DIR2 are pulled up to VCCA via 100kohm, and /OE is pulled down to GND via 100kohm, so I don't think I'm using it wrong.

I also checked the following combinations of VCCA and VCCB voltages,
but both are the same.

Case1. VCCA=1.8v, VCCB=1.8v
Case2. VCCA=3.3v, VCCB=1.8v

One thing that is puzzling is that I confirmed that the potential of DIR2 drops to about 2.1v in Case2.
I also confirmed that the potential of DIR2 drops to about 0.5v when I set it to "Case.3 VCCA=3.3v, VCCB=0v".

Please let me know if you have encountered a similar issue before and how to resolve it.
