The part has internal pull down for input ports.
If there is no power supply, are those input ports still pull-down?
If there is only one power supply (VCCA, Not VCCB), are those input ports still pull-down?
If so, If there is only one power supply (VCCA, Not VCCB), are B1Y,B2Y,B3Y outputs low because of input ports' pull-down? (A1,A2,A3)
