What is the maximum voltage rating of the input pins before the device is powered up.

Can I e. g. connect an analog or schmitt trigger input via voltage divider to a system input voltage which is present before the 3,3V device VCC supply voltage gets high?

This is not allowed; see [FAQ] Can the input voltage (Vi) to my logic device be higher than the supply voltage (Vcc)?
