Looking  for low power pulsed edge triggered latches ,  its mean latch with change detect at the trigger pin , it should be with enable disable pin

    It sounds like you're looking for a J-K Flip-Flop such as the SN74HC109.  This page is a good starting point to look at the options available.  In that link, I have sorted out all but the AC (Advanced CMOS) and HC (High-Speed CMOS) family devices, since they are your best bet for low power solutions.
