Does the I/O volatge level depend on VCC of SN74LVC1G11-Q1.

As shown in the "Electrical Characteristics" table, the achievable output voltages (V_OH and V_OL) depend on V_CC.

As shown in the "Recommended Operating Conditions" table, the input switching voltage levels (V_IH and V_IL) depend on V_CC.
(But V_IL, the input voltage, is allowed to go above V_CC.)

Can you suggest me such AND gate with three inputs but not dependent on VCC.

The LV1T family has lower switching levels to allow voltage translation like this, but the only AND gate is the SN74LV1T08 with two inputs, so you'd have to combine two of them, and it's not automotive rated.

But you could run the SN74LVC1G11-Q1 at the lower voltage, and translate the result with the SN74AUP1T34-Q1.
