    The SN74LVC244A does not have an input bus-hold circuit.  Could you be referring to the SN74LVCH244A?  That device requires approximately 230uA max of input drive current to switch.  There is a graph in the application report "Bus-Hold circuit" specifically for this device, which I copied for this post:
