SN74ACT245: About absolute input voltage range, VI

Hi all.

The absolute input voltage range of SN74ACT245 is -0.5V to Vcc+0.5V.
So if we apply voltage 3.5V to DIR pin without supply voltage, I think input currrent will flow when it exceeds 0.5V(abs).
But I measured I-V characteristics, there was not current flowing.
I attached the picture, please check it.

Is this parameter correct?

  • AC devices have ESD diodes from the inputs to VCC.

    A powered device (VCC = 5 V) should have a curve like this (from SZZA008):

    With VCC = 0 V, the upper part should move down.

    Is VCC actually 0 V? Is it connected to GND, or is it open? Are any of the other pins floating?
