When I debug my frequency divider board, the CD40103BNSR is broken easily.
Please refer to the below picutures, there're two CD40103BNSR, with the name IC1,IC7. the pin1 of the IC1,IC7 are given the same clock（input）, the pin 4,5,6,7,10,11,12,13 are connected to the MCU, the pin 14,15 are the output, however, the output frequency of the IC1 ,IC7 are not same. Then, replace the IC7 with a new CD40103BNSR, the outputs are the same. I'm not sure why the IC7 is always abnormal.
I find there're two other P2P part: CD74HC40103M96, CD74HCT40103M96, so I want to know what's the ESD level of them, and which is the best choice for my board??
