SN7406: Customer (Kepco) rejected several shipments of parts from Avnet due to rusted or tarnished leads

All,

My name is John Russo. I'm the FAE with the Long Island branch of Avnet. One of our customers (Kepco in NYC), has rejected several shipments of parts due to rusted or tarnished leads.

Here is the list of parts that were rejected:

1) Qty 104 - TI P/N SN7406N

2) Qty 1587 - TI P/N TL082CP

3) Qty 4100 - TI P/N TL081CP

4) Qty 631 - TI P/N CD4070BE

5) Qty 300 - TI P/N SN74HC86N

6) Qty 1000 - TI P/N SN74HC32N

The customer sent me pictures of the parts in question. Who at TI should we get involved with this?

Hello John,

Many of our devices have been switched to single-sided roughened leadframes to improve solder adhesion for our customers. These parts do not appear to have a shiny finish, but appear dull and often are described by our customers as 'oxidized' even though they are not.

Was a PCN ever issued for this change? The customer (Kepco) has ask if it would be possible to have a call with TI.

Hey John,
Yes, a PCN was issued. I was able to pull up a copy on Mouser's website:

Unless I'm mistaken, the PCN went out to any customer who had purchased parts on that list within 3 years prior to the PCN. I will have to double check with our CQE folks to be certain.

If we are going to setup a call, it will probably be best to pull our packaging experts in - I was not involved in the decision to change from standard to roughened leadframes, so I probably wouldn't be the best person to talk to.

My understanding is that roughened leadframes often cause a cost increase due to the improved performance associated with them - and as a service to our customers, we added this to many of our logic parts while keeping our pricing structure the same.
