    This is a very old device. TI does not offer any programming services or hardware.
    However, DATAIO and BPmicro both have programming hardware for various programmable devices.
    I did check DATAIO, and they have a programming solution for the TBP28L42. You would need to confirm with them on appropriate hardware to interface.
    There may be other programming solutions as well from other vendors.
