Good question.

My only guess would be max body width dimension of the glass frit seal. However it is not clear.

I will verify with the packaging team.

David, my guess was correct.
It is not labeled properly, but the dimension comes from MIL-STD-1835 D Page 40 dimension E5 with note 3.

"3. This dimension allows for off-center lid, meniscus, and glass overrun."
