TXS0102: Can I strap the OE Pin High (Always Enabled)? Or does it need to be low during power up?

You need a pull-down resistor on OE only if you actually need to ensure the high-impedance state during power-up.
If you do not care about the state of the switches during power-up, you can connect OE directly to V_CC.
