Is the power supply connected to anything?

Pins 14 and 7 are connected directly to the power supply. Just to point out that the voltage on input pin 1 in high, on pin 2 is very close to zero. As the power supply voltage increase from 5V, the voltage on pin 1 also increase. It seems to me that the leakage current increases.

This is written on the IC: 85C558K E4.

Hi Azim,
I verified the lot trace code against our records -- those devices were definitely shipped from TI, and they were tested prior to shipment with no issues.

If it were just 1 device, I would think there was ESD damage to the pin, but since you say it's all of the devices, then it leads me to believe that it's something in the test setup or the device.

Please double check all test connections and resistor values involved, and I will see if I can pull the test results for these devices from their final test program (which can take several days).

I checked every single item, and found out that the pcb has lost its integrity and changed to resistor. I have made new circuit and hope the problem is solved.
