I'd like find an solution to achieve the function as following , first idea coming with SN74LV139A (competitor is MC74LVX259)

Does that suitable or other recommend solution could offer? 

VCC (max): <7V , input <7V, Vout max: <7V

    Hi Kay,
    It looks to me like the SN74LV139A is exactly what you're describing. You haven't listed any real requirements though - just a partial truth table and an extremely vague voltage limitation (less than 7V covers literally thousands of devices TI offers).

    If you want additional information, we will need to know more about your system:

    What is the operating voltage?
    What type of signals are coming in at Power on Reset, CTL1, CTL2, CTL3? Voltage, frequency, and transition rate are generally a minimum.
    What is the load? Preferably described in R, L, and C.
