With the IC powered @6V, how much current powered @6V can the CD74HC4511 source to a 7 segment display overall? Can it source 70mA to the display for "8" or not?

The absolute maximum ratings limit the overall current to 50 mA.

If you really need 10 mA per segment (which is unlikely with modern displays), you could add a stronger buffer like the SN74LV244A.
