SN74HC245: Does voltage of inputs exceed the power supply damage the IC?

As shown below，Before VCC_3V8_VGB poweres up,SD0&SD1 already go high,if this situation will damage the IC?

The absolute maximum ratings forbid any I/O voltage exceeding the supply voltage, unless the current is limited to 20 mA.

Just use a device with overvoltage-tolerant inputs, e.g., SN74AHC245.
