Is it possible to control the outputs of the SN74HC595 using only 2 GPIO connections? I vaguely remember doing this in school, tying RCLK and SRCLK together to on GPIO pin, *SRCLR tied high, and *OE low. SER to the other GPIO pin.

Yes, your suggested implementation is possible. It is important to know that the default output of the shift registers and storage registers will be unknown so you will need to initialize the device by shifting data through it.
