If yes, are there any devices that VIHB min is less than 0.35V at VCCB = 5V ?

Yes, 0.7 × 5.5 V = 3.85 V.

Do you mean 0.35 V or 0.35 × V_CC? Do you want to input a 1.8 V signal?

Do you want to input a 0.35 V signal or a 1.8 V signal? (The latter could be handled with level translators; the largest 5 V translator has only 16 bits.)

To confirm Clemens's answer: Yes, VIHB min is given by 0.7 * VCCB.

Also, I'd like to re-ask Clemens's question. Do you mean that you want VIHB min to be 0.35? Or do you want VIHB min to be 0.35 * VCCB?
