SN74LVC1G98: Failure Mode: Near threshold input

I was testing a failure mode where the input to a SN74LVC1G98 setup as a buffer drifts across the input threshold for almost a millisecond.  I was expecting this to result in a single output state change as it crosses the threshold  but instead I saw the output switching at around from 700kHz to 900kHz ~60% duty cycle.
What is the driving factor for the frequency I'm seeing on the output?  Is driven by the noise on the input or does it have more to do with the properties of the Gate?
